The Devil Is In The Details

[Political Analysis]

"21st Century ROAD to Housing Act" passed the Senate 85–5 and the House 358–32 and is now awaiting  presidential action.

Now, Trump is refusing to sign the bill until his SAVE Act is passed. However, that bill does not appear to have much chance of passing.

There are four ways this can proceed:
  1. If Trump signs it, it becomes law.
  2. If Trump vetoes it, Congress can attempt to override the veto with a two-thirds vote in both chambers.
  3. If Trump neither signs nor vetoes it, the bill automatically becomes law after 10 days (excluding Sundays) while Congress remains in session.
  4. However, if Speaker Johnson does not send the bill to Trump, nothing happens. The 10-day clock does not begin.
Right now, no one knows what the Speaker will do.
